Released to coincide with Tony Blair's departure, the film and the book follow the stories of normal people who's lives have been turned upside down by injustice - from being arrested for holding a placard outside parliament to being tortured in Guantanamo Bay. Rice Offers Iran Prospect of Normal Ties : January 23, 2008 Reuters Sue Pleming
U.S. Secretary of State Condoleezza Rice said on Wednesday she believed the nuclear stand-off with Iran could be resolved diplomatically but that Tehran must not be allowed to become a nuclear weapons power. Just one day after getting agreement on a draft U.N. Security Council resolution against Tehran, Rice offered the incentive of a "more normal relationship" and expanded trade if Iran gave up sensitive nuclear work, according to the prepared text of her speech to the World Economic Forum in Switzerland."Ultimately, though, we believe that we can resolve this problem through diplomacy," Rice said according to the text, which was distributed by conference organizers."If Iran would suspend its uranium enrichment and reprocessing activities - which is an international demand, not just an American one - then we could begin negotiations, and we could work over time to build a new, more normal relationship," she said.Rice said this new relationship could be defined not by fear and mistrust but growing cooperation, expanding trade and exchange, and the peaceful resolution of differences. In a conciliatory note after weeks of anti-Iranian rhetoric by the Bush administration, Rice said the United States had no desire for Iran to be a "permanent enemy"."Iranians are a proud people with a great culture, and we respect the contributions they have made to world civilization," she said. But she said Washington had real differences with Iran's government, from its pursuit of a nuclear weapon to support for terrorism and what the United States sees as Tehran's destabilizing policies in Iraq.Rice said that agreement reached between foreign ministers of major powers in Berlin on Tuesday for a third sanctions resolution showed that the world remained united over not wanting Iran to become a nuclear weapons power."We will continue to hold Iran to its international obligations," said Rice.

A Message for Tehran - - The emphasis is on MILD -
The five permanent members of the United Nations Security Council, along with Germany, agreed this week on a third, relatively mild round of sanctions on Iran if it goes on refusing to suspend its enrichment of uranium. These sanctions are the result of a compromise. China and Russia, major commercial partners of Iran, would sign on only for vigilant monitoring of Iranian financial and military institutions, not for the tough financial penalties sought by the Bush administration.
Russia: New UN Resolution on Iran Foresees No Tough Sanctions
MOSCOW -- The new draft UN resolution on Iran's nuclear program envisages additional measures against that country, but they are not harsh sanctions, Russian Foreign Minister Sergei Lavrov said Wednesday.

DENVER -- Leaders of the state's largest pension fund won't invest any new money in Iran's energy sector and have agreed to research the fund's current holdings for Iranian ties, Gov. Bill Ritter and other state officials announced Tuesday.
Renewed Impetus to Sanction Iran
International powers have agreed on the outline of a third United Nations resolution sanctioning Iran for its pursuit of uranium enrichment – a sign that, despite disagreements on details, the international community is united in opposition to Iran possessing a nuclear weapon.

Reformists in Iran says the government has barred thousands of their candidates from standing in forthcoming parliamentary elections. They say nearly 3,000 candidates, almost half of those standing, have been disqualified.
Debate Report: Should We Bomb Iran?
Iran was in the cross hairs last Tuesday. At the Intelligence Squared debate the mellifluously worded motion, ‘It’s better to bomb Iran than risk Iran getting the bomb,’ was proposed by Dr Emanuele Ottolenghi, a distinguished Italian political scientist. He argued that letting Tehran acquire nukes would create turmoil in the Middle East — and beyond. The Persian Gulf and the Caspian Basin, which currently operate as a sort of all-night Texaco garage to the world’s economies, would fall under the spell of a dangerous anti-Western regime. If neighbouring Turkey went nuclear, proliferation might spread Greece-wards and even into the Balkans
What to Do About Iran?
Last night, The Spectator and Intelligence Squared hosted a debate on whether it would be better to bomb Iran than let it develop nuclear weapons. The speakers for the motion included the former CIA Middle East specialist Reuel Marc Gerecht and the political scientists Emanuele Ottolenghi and Bruno Tertrais. Sir Richard Dalton, the former British ambassador to Iran, Ali Ansari, a leading academic expert on Iran and Simon Jenkins, the columnist and former editor, opposed the motion.
Tehran, Havana and Caracas
One of the most troubling threats in America's backyard is the emerging axis of Cuba's Communist regime and the Iranian government, assisted by Venezuelan President Hugo Chavez. Cuban President Fidel Castro has been cultivating the Islamist regime in Tehran since the 1979 Iranian Revolution. Currently, the relationship focuses on jamming radio and television broadcasts.

US seeks probe into Iran student's deathWashington
The United States has joined a rights group in calling for a full investigation into the death of a Kurdish law student in Iran after he was detained in the western city of Sanandaj. "The United States is deeply concerned about the tragic death under suspicious circumstances of Ebrahim Lotfallahi, an Iranian student of Kurdish descent detained by the ministry of intelligence on January 6," US State Department spokesman Sean McCormack said in a statement. "We call on Iranian authorities to conduct a full investigation," McCormack said. The 27-year-old student's family disputes the official determination that he committed suicide and wants his body exhumed to determine the cause of death, an attorney representing the family said on Sunday. US-based Human Rights Watch has also called on the Iranian authorities to investigate the "sudden deaths" of Lotfallahi and Zahra Bani-Ameri, a 27-year-old female physician, who died in October while in custody in the town of Hamedan. In both cases, officials said the cause of death was suicide, the rights organisation said.-Reuters
Keyhan Tehran: "The Defenders of the Enemy"
January 27, 2008 :The Middle East Media Research Institute :MEMRI
'Kayhan' Editor Close To Iran's Supreme Leader Khamenei: 'America and Its European Supporters Must Know... That the Price of Supporting [Israel] Will Cost Them the Property and Lives of Their Citizens... If the Heads of Some Islamic States Prevent the Muslim Peoples from Attacking the Zionists... They Can Be Toppled'In a January 26 op-ed in the Iranian daily Kayhan, the paper's editor, Hossein Shariatmadari, who is close to Iranian Supreme Leader Ali Khamenei, called on Muslims to unite in a retaliatory attack on American, European, and Israeli "sensitive centers"
because of "the war crimes that these countries are committing in the Gaza Strip" and because of their support for Israel. In his op-ed, Shar'iatmadari stressed that American and European civilians must be harmed in these attacks, so as to make the U.S. and the European countries change their policy towards Israel. He further called for harming Israelis worldwide, and explained that Islamic regimes that prevent an Islamic attack on Israel must be toppled, because they are defending the enemy.Following are excerpts from Sharatmadari's op-ed, which was titled "The Defenders of the Enemy":(1)"The slaughter being carried out by the Zionists in Gaza – which includes the mass murder of Palestinian men, women, and children, cutting off the electricity, water, and fuel, stopping the supply of medicines and food products – along with various other savage crimes, is disgraceful for the Zionists, and for America and its European allies."However, it is even more embarrassing and disgraceful for, first and foremost, the heads of several Islamic countries, [including] Egypt, that is insisting on adhering to the abject Camp David Accords and closing the Rafah border crossing [to the Palestinians]; for the cowardly and characterless rulers of Bahrain and the U.A.E., who awarded a prize to the murderer [i.e. President Bush] of the oppressed Palestinian people during his recent trip to the region; and for the Saudi [royal] family, that bears the appellation 'Custodian of the Two Holy Places' but is indifferent to the crimes and violations of the infidel Zionists in the Muslim holy places, and so on."But aren't most of the sensitive centers of the Zionists, of the Americans, and of some European states that support Israel already situated within the arms' reach of the Muslims? And aren't the Zionists [vulnerable] and located within arms' reach of the Muslims at the four corners of the earth? What human and legal basis can prevent an attack on these centers and people? Why must the savage, blood-letting Zionists and Americans be permitted to choose the field of battle as they wish? [Why are they permitted] to besiege the oppressed Palestinian brothers and sisters and their children, on the land that belongs to that helpless people, and to shoot at them night and day and to massacre them? "America and its European and Zionist supporters must know that their support for Israel's crimes will cost them very dearly. Once they discern that this support will cost them the property and lives of their citizens, they will doubtless reconsider their support for the savage Zionists... And didn't the Imam [Ayatollah Ruhollah Khomeini] teach that if every Muslim pours out one bucket of water, there will be a flood that will sweep away Israel, and destroy it? "Every time a movement rises up against the Zionist occupier and acts to liberate its homeland, America and its allies accuse it of terrorism, and every state that supports these movements is punished. Why wouldn't the Muslims act the same way, and attack all the supporters of the Zionists everywhere in the world? "The prevalent legal doctrine in both the Shi'ite school and the Sunni school is that it is permissible to attack anyone whom the enemy uses as a shield in the war against the enemies of Islam. Therefore, if some heads of Islamic states prevent the Muslim peoples from attacking the Zionists – thus constituting a shield that prevents support to the persecuted people of that region – it permissible to topple these defenders of the enemy."

9/11 commission leaders blast CIA on interrogation tapes
The leaders of a US commission that examined the September 11, 2001 terror attacks accused the CIA Wednesday of having obstructed their investigation by withholding information about videotaped interrogations of terror suspects. The goal of the blue ribbon 9/11 Commission, wrote chairman Thomas Kean and vice-chairman Lee Hamilton in The New York Times, was "to provide the American people with the fullest possible account" of what led to Al-Qaeda's attacks more than six years ago on the Pentagon and World Trade Center. But Kean and Hamilton wrote that although US President George W. Bush had ordered all executive branch agencies to cooperate with the probe, "recent revelations that the CIA destroyed videotaped interrogations of Qaeda operatives leads us to conclude that the agency failed to respond to our lawful requests for information about the 9/11 plot." "Those who knew about those videotapes -- and did not tell us about them -- obstructed our investigation."They continued: "There could have been absolutely no doubt in the mind of anyone at the CIA or the White House -the commission's interest in any and all information related to Qaeda detainees involved in the 9/11 plot."Yet no one in the administration ever told the commission of the existence of videotapes of detainee interrogations," Kean and Hamilton wrote. They said the panel made repeated, detailed requests to the spy agency in 2003 and 2004 for information about the interrogation of members of the Islamic extremist network but were never notified about the existence of the tapes. The CIA revealed last month that in 2005 it destroyed videotapes that showed harsh interrogations of two Al-Qaeda members.

AIC Speech, Delivered to the British House of Commons
I have news for you Mr. Hooshang Amirahmadi
I am one of those Iranians who as you say - demonises the current Iranian Government and disrespect its phony Islamic system. I am not a hawk and I am not a dove. I am not a supporter of pro-normalization nor do I belong to the brinkmanship camps of the Islamic republic of idiots masquerading as Fascist Mullah's in Iran. I am a freedom seeking Iranian Democrat who believes in human rights and liberty. (unlike you - a servant of those who pay the bills and demand that you do their dirty work for them)
And I will tell you what I think of your Big Push approach.
Respectful diplomatic language is used when Respectful Diplomats engage each other not when one side is a sworn enemy, a Terrorist and a Hostage taker.
The US, in partnership with its allies, would NEVER offer Iran a considerable and well-publicized incentive package as you have suggested and even if they did, the people of Iran will not accept the legitimisation of the Fascist Islamic Republic of Idiots with their appalling Human rights records.
The reward package that you speak of, which is to help remove Iran's sense of national, regime and energy insecurities, will only be meaningful when the mullah's have been thrown to the dustbin of history and Iran's pride as a great nation, a secular and democratic Iran is given a chance to rise up again and be assisted in becoming a developed and a mature country. This is quite opposite to what you want — to recognise the Islamic system as legitimate and rational. (you are such an idiot - how you can equate the pseudo Islamic system of Velayat e fagheh with Rationality and give it legitimacy is beyond me or any sane human being).
As you say and are trying your very best to prostitute it to any one who will listen to your nonsense, the IRI regime's security is more complicated than all this due to the fact that its immediate threat is external while in the longer term its survival depends on its ability to reform the theocracy and THAT as we all know will never happen as that will be the beginning of the slimy slippery sloop for all those pseudo Islamic Fascist Mullahs who are governing Iran.

This speech is a significantly revised version ( rehashed- chewed over and spited out for the hundred time) of a previous AIC article, which it is said -was delivered to the British House of Common on November 14, 2007. That event was organized by the Conservative Middle East Council and ( I am not quite sure if this is a new speech or just the report of the 14 Th November one) Mr. Crispin Blunt, Member of the House of Commons and Chairman of the Conservative Middle East Council, who had invited Amirahmadi and Ms. Faezeh Faiz , Iran Program Director for the CMEC.
APPEASEMENT YESTERDAY AND APPEASEMENT
by Amir TaheriAsharq Alawsat December 14, 2007
Until a few days ago, Iran's nuclear ambitions appeared destined to become the hottest issue in the current American presidential campaign. A consensus, cutting across partisan divides, appeared to be taking shape that the Islamic Republic should be confronted forcefully, contained, and in time, forced to scale down its ambitions. However, with the publication of the new American National Intelligence Estimate (NIE) claiming that Tehran had stopped the military aspect of its nuclear programme in 2003, most presidential candidates find it hard to sustain a tough position on the Islamic Republic. This has enabled the usual suspects of appeasement to return from the woodworks to urge "a negotiated settlement." In the past few days, former Secretary of State Madeleine Albright has broken her silence to call for negotiations with Tehran. One wonders why the administration to which she belonged failed to secure any concession s from Tehran through negotiations. We have also had former United Nations' Secretary General Kofi Annan coming out of the purdah to call for negotiations.
In this, Annan has echoed former US National Security Advisor Zbigniew Bzrezinski, who has called for a "grand bargain" with the Islamic Republic. This new wave of negotiationism, to coin a phrase, is based on a mixture of false assumptions and bad faith. The first false assumption is that the new NIE proves that the Islamic Republic has stopped the military aspect of its nuclear programme once and for all. The NIE, however, makes no such claim. All that it claims is that the Islamic Republic stopped its programme in 2003. Whether the programme was revived after that date is not a topic that the new NIE tackles. The only visible sign of the decision to stop the programme was the suspension of uranium enrichment. That decision was reversed by President Mahmoud Ahmadinejad soon after he was sworn in, and uranium enrichment was resumed at a faster pace. In other words, even if we accept the NIE's claim that the programme was stopped in 2003, something that we have no reason to do, there is no evidence that it has not been resumed. There is, in fact, quite a bit of evidence to the contrary. As already noted, the uranium enrichment project has been resumed and continues at much faster pace.
•According to official estimates in Tehran, allocations for the nuclear programme have risen by almost 40 per cent.
•The International Atomic Energy Agency (IAEA) reports that all of Iran's known nuclear sites remain in full operation.
•The IAEA also reports that it has no access to a number of other industrial sites in Iran that may well be linked to the nuclear programme. In other words, we know what we don't know but don't know what we don't know.
The negotiationists forget that the EU3, Britain, Germany and France have been negotiating with the Islamic Republic on this issue for almost a decade. During his term as British Foreign Secretary, Jack Straw visited Tehran more than any other capital outside Europe. Javier Solana, the EU's chief foreign policy official, has spent more time talking to envoys from Tehran than diplomats from any other nation. Tehran has also been engaged in negotiations with the five permanent members of the United Nations' Security Council plus Germany. Not only do they ignore the history of negotiations with Tehran, the appeasers also refuse to state clearly what it is that should be negotiated. In other words, they put process in place of policy. Talking about what to do becomes a substitute for doing what needs to be done. The Islamic Republic, of course, would love to talk to anybody for as long as it is not required to do anything it does not wish to do. In the 1990s we termed the technique "the Shamir method" after the then Israeli Prime Minister Yitzhakh Shamir. Forced by the first Bush administration to enter peace talks with the Arabs, Shamir discovered one of the quirks of Western democracies: their pathological faith in negotiations. Western public opinion admires those who negotiate even though the process may lead to nothing tangible. Thus perceived, negotiations become a fascinating game, both to play and to watch. You have talks about talks before proceeding to establish an agenda. Once this is roughly done, you would still need weeks, if not months and years, of negotiating which item should be tackled in what order. At times, the negotiations break down. So, you will have to negotiate about resuming them. To do that you would need a "road map", taking you from the point of breakdown to that of resumption. Needless to say you would need intermediaries, practicing their talent at "shuttle diplomacy." If things get out of control and you are forced to show something tangible, you might have to attach your initials to an interim agreement. This could be a long and vague document designed to obfuscate rather than clarify, a method of drowning the fish in water. To get cheers from the party of appeasement, you might have to make "goodwill gestures", a technique for dancing around the issue. This is like a bikini that leaves everything bare except the parts that voyeurs are keen to ogle. The negotiationists do not say what it is that one should negotiate with President Ahmadinejad. More than four years ago, the IAEA discovered that the Islamic Republic had been violating the Nuclear Non-Proliferation Treaty (NPT) for almost 18 years. Such a violation should have led to sanctions spelled out in the NPT itself. Instead, the IAEA decided to "negotiate" to prevent future violations. When those negotiations failed, the matter was taken to the UN Security Council which passed two resolutions demanding that the Islamic Republic stop uranium enrichment. The Islamic Republic has ignored those resolutions and repeatedly stated that it would never abide by their key demand. In other words, the Islamic Republic is ready to negotiate, in fact would love to negotiate, provided the talks are about everything except the one thing that could be the object of credible negotiations. The appeasers are indirectly calling on the UN Security Council to drop its one demand and enter into "unconditional negotiations" with the Islamic Republic. This means surrendering to Tehran and may or may not be a good option. In that case the appeasers should shed their lexicon of obfuscation and admit that they are recommending unconditional surrender to the Islamic Republic. Once they do that, they may have an even stronger point. They would be able to say that, since the major democracies have no stomach for a fight with a power, described by Mrs. Albright as " rogue regime" before her conversion to appeasement, it is better to surrender to it in the hope that it moderates its radical temperament. Today's appeasers, however, appear to be less courageous or more disingenuous than their predecessors in the late 1930s. This is why they are giving appeasement a bad name while increasing the possibility of war by confirming Ahmadinejad's illusion that he can do whatever he likes without risking the survival of his regime.

The British Law is An ASS , It Allows her to support the Terrorist , and lie to and cheat its citizens and The World
The government faces a diplomatic row with America over disclosures that it has provided the Iranian regime with financial support worth about £290m while at the same time calling for sanctions. The money was offered by the Export Credits Guarantee Department (ECGD) to support British firms exporting to Iran, mainly to the country’s petrochemical industry.
Many of the loans were being negotiated while British ministers were threatening sanctions against Iran for creating a nuclear enrichment facility to make atomic weapons. Last week Gordon Brown called for new sanctions against Iran in addition to those already imposed by the United Nations security council. The prime minister wants a ban on investment in the oil and gas industries if Iran does not agree to end the production of enriched uranium. This weekend government sources signalled their embarrassment over the ECGD’s activities. “There is clearly a gap between our actions and our rhetoric,” said one Whitehall insider. The US administration has been privately lobbying Britain to end the financial support. Stuart Levey, the US Treasury official responsible for terrorism and financial intelligence, stepped up the pressure in private discussions with British ministers in London in July, claiming that such export credits were inconsistent with UN sanctions. Danielle Pletka, an expert on trade links with Iran at the Washington-based American Enterprise Institute, said: “You can’t subsidise with one hand and sanction with the other. Britain is saying the European Union needs to do more but it needs to lead by example, not just by its mouth.” The government is also under political pressure at home. William Hague, the shadow foreign secretary, said: “Our government must make up its mind about export credit guarantees to Iran. Britain should lead the way with a clear, unequivocal commitment to banning new export credit guarantees to Iran.” The ECGD underwrites bank loans to enable overseas buyers to purchase goods, often including military hardware, from UK companies. It stopped providing support for Iran in 1994 but resumed in 2000. Much of the support was for the National Iranian Oil Company and a subsidiary, the National Petrochemical Company.
The decision to start pushing hard for new business came in 2003, the year of the second Iraq war. It coincided with a declaration by the International Atomic Energy Agency that Iran had been secretly constructing a nuclear enrichment plant. The same year, however, the ECGD announced a £72m deal for a plastics plant in Iran. It then sent John Weiss, its business group director, to Iran to speak at a petrochemical conference to drum up more business. Weiss said then: “The petrochemical sector in Iran is a key target for the ECGD, but we are also keen to look at sectors including oil, gas, transport, power, water and telecommunications.” Such optimism contrasted with warnings throughout 2003 from Tony Blair, then prime minister, that Iran should halt its nuclear ventures. He also accused it of supporting terrorist groups attacking British troops in Iraq. In the same year the ECGD negotiated a series of deals involving the National Iranian Oil Company that were worth another £63m. In 2005 the ECGD extended credit worth £109m to the oil company, with more to other Iranian firms.
Parliamentary records show that the ECGD received 153 requests for credit guarantees from firms dealing with Iran between 2002 and March 2007. Most of the contracts are still in force and Britain’s total “exposure” to Iranian deals is now valued at £290m. Last week the Foreign Office said that money earned by the Iranian oil industry was used to support its nuclear enrichment programme and the Iraq insurgency.
The ECGD, however, said it had acted “completely within the law”.
A CLEAR AND A DIRECT WORNING TO THE MULLAH MAFIA'S OF IRAN
US Mideast Military Chief Says Iranian Behavior Unhelpful
November 18, 2007 The Associated Press International Herald Tribune
CAIRO, Egypt -- The Iranians need to realize that the U.S. is ready to stand up to them and the region is concerned about their radical rhetoric, the top American commander in the Middle East said Sunday. Speaking at a press conference in Cairo with Egyptian President Hosni Mubarak, Central Command chief Admiral William J. Fallon said that Iran's behavior since he assumed his post eight months earlier has not been helpful. "I don't want the Iranians to make a mistake and feel that we are afraid of them or not willing to stand up for things that we should in this region," he said. "There's concern over the Iranian behavior, concern in the region from the radical talk that is constantly threatening other people." Fallon was in Egypt for the massive regional Bright Star military excercises held every two years between Egypt and the United States that include several other nations. "Iran is a challenge to us, to me as a commander in chief in this area," he added. "Iran's behavior has not been very helpful in the region." The U.S. accuses Iran of supporting armed groups in Iraq that attack American forces — a charge the Iranians deny.

Iran Gives International Atomic Energy Agency Blueprints Linked to Possible Nuclear Weapons Program : Tuesday , November 13, 2007
VIENNA, Austria — After years of stonewalling, Iran has given the U.N. nuclear agency blueprints showing how to mold uranium metal into the shape of warheads, diplomats said Tuesday, in an apparent concession meant to stave off the threat of new U.N. sanctions.
But the diplomats said Tehran has failed to meet other requests made by the International Atomic Energy Agency in its attempts to end nearly two decades of nuclear secrecy on the part of the Islamic Republic. The diplomats spoke to The Associated Press as IAEA chief Mohamed ElBaradei put the finishing touches on his latest report to his agency's 35-nation board of governors, for consideration next week. The report, expected Wednesday or Thursday, is likely to show substantial but not full compliance by Iran with its pledges to come clean on past activities — and confirm at the same time that Tehran continues enriching uranium in defiance of the U.N. Security Council. Those findings will likely lead to new calls by the United States, France and Britain for a third round of U.N. sanctions. But China and Russia, the other permanent Council members, may emphasize progress made, and demand more time for Iran before fresh U.N. penalties are imposed. The agency has been seeking possession of the blueprints since 2005, when it stumbled upon them among a batch of other documents during its examination of suspect Iranian nuclear activities. While agency inspectors had been allowed to examine them in the country, Tehran had up to now refused to let the IAEA have a copy for closer perusal. Diplomats accredited to the agency, who demanded anonymity for divulging confidential information, said the drawings were hand-carried by Mohammad Saeedi, deputy director of Iran's Atomic Energy Organization and handed over last week in Vienna to Oli Heinonen, an ElBaradei deputy in charge of the Iran investigations. Iran maintains it was given the papers without asking for them during its black market purchases of nuclear equipment decades ago that now serve as the backbone of its program to enrich uranium — a process that can generate power or create the fissile core of nuclear warheads. Iran's refusal to suspend enrichment has been the main trigger for both existing U.N. sanctions and the threat of new ones. Both the IAEA and other experts have categorized the instructions outlined in the blueprints as having no value outside of a nuclear weapons program. While ElBaradei's report is likely to mention the Iranian concession on the drawings and other progress made in clearing up ambiguities in Iran's nuclear activities, it was unclear whether it would also detail examples of what the diplomats said was continued Iranian stonewalling. Senior IAEA officials were refused interviews with at least two top Iranian nuclear officials suspected of possible involvement in a weapons program, they said. One was the leader of a physics laboratory at Lavizan, outside Tehran, which was razed before the agency had a chance to investigate activities there. The other was in charge of developing Iran's centrifuges, used to enrich uranium. Additionally, agency experts were denied access to a workshop testing and developing a more advanced kind of centrifuge than Iran is now using for its enrichment program, they said. The agency traditionally refuses to comment on the report — which is confidential and meant only for circulation among board member nations — particularly before it is released to those countries.
A senior diplomat familiar with agency thinking said the IAEA "got what it needed" in terms of access to officials and nuclear sites, although he declined to specifically say whether all requests were honored by Iran. He also provided a different take on what two other diplomats said was a rebuff by Iran of attempts by ElBaradei to meet with Iran's supreme leader, Ayatollah Ali Khamenei. The two said ElBaradei had suggested the meeting and he was turned away in part because he was seeking faster Iranian responses to questions posed by his experts as well saying he wanted to discuss a "double time-out" — shorthand for Iran suspending further enrichment activities in exchange for a pledge to freeze, or perhaps even roll back U.N.sanctions. Iran, which says it has a right to enrich to generate power, has repeatedly said it will not mothball its program. But the senior diplomat said it was the Iranians who asked ElBaradei to come, "offering something in return," but then said the time was inopportune after the IAEA chief asked to meet with Khamenei instead of lower-ranked officials.
British PM Open To Military Role In Iran
Britain, France and Germany should side with the United States : by UPI News
LONDON, ENGAND -- (UPI and OfficialWire) -- 11/11/07 -- British Prime Minister Gordon Brown says his country might participate if military action is taken against Iran's nuclear program. In a Sky News interview, the Labor Party leader was asked if Britain would join a U.S.-led military intervention. "People are genuinely worried about the nuclear ambitions of Iran. Nothing should be ruled out," Brown said. "Iran is breaking commitments made freely under the Non-Proliferation Treaty." Brown made it clear in his first visit as prime minister to Washington earlier this year he wasn't as close to President George Bush as his predecessor Tony Blair, but suggested in the interview that Britain, France and Germany should side with the United States. "It is to the advantage of everyone that France and Germany and the European Union are also moving more closely with America," Brown said. Brown is scheduled to make his first foreign policy statement in London at the Lord Mayor's banquet Monday.
Brown Signals Tougher Sanctions on Iran's Oil and Gas
November 13, 2007 The Independent Colin Brown, Deputy Political Editor
Tougher sanctions on Iran's oil and gas fields were proposed by Gordon Brown as part of international efforts to persuade Tehran to abandon its alleged attempts to acquire a nuclear bomb. Energy companies would be banned from exploiting reserves for use by Iran if the sanctions outlined by the Prime Minister in a wide-ranging foreign affairs speech last night are endorsed by the EU or the UN. Those measures could be coupled with tougher economic sanctions by international banks if a report due shortly from the International Atomic Energy Authority (IAEA) shows that President Mahmoud Ahmadinejad's regime continues to defy the international community over the nuclear non-proliferation treaty.
Mapping out his strategy of "hard-headed internationalism" for Britain's future foreign policy, Mr Brown marked a shift from Tony Blair's readiness to act as foremost ally of the US and favoured confidant of President George W Bush. He signalled that in future Britain would work more closely with EU partners and through the UN. Mr Brown made it clear that Britain believes tougher sanctions – rather than the threats of military action – against Iran are starting to work, although his senior officials insisted that "nothing is ruled out". Speaking at the Lord Mayor's Banquet in white tie and tails – an outfit he refused to wear when he was Chancellor – the Prime Minister also called for a standby civilian force including members of the police and judiciary to be created to deal with international crises such as Rwanda and Darfur. Turning his attention to Pakistan, he reiterated the call for General Musharraf to step down as chief of the army and to press ahead with elections in January. A senior Downing Street source warned that it would be virtually impossible to hold free and fair elections with restrictions still in place. Action against Pakistan could include suspending its membership of the Commonwealth, which was discussed last night at a preparatory meeting of Commonwealth ministers. But any final decisions will be left to the full Commonwealth heads of government meeting later this month. On Iran, Mr Brown answered defence chiefs who have warned that bellicose mutterings could prove counter-productive. He proposed internationally-agreed access to an enrichment bond or nuclear fuel bank to help non-nuclear states such as Iran to acquire the new sources of energy they need. His plan closely follows the proposal put forward during the controversial state visit to Britain by King Abdullah of Saudi Arabia, who suggested Switzerland, as a neutral country, could hold the fuel bank. His officials said this offered an incentive to the Iranian leadership to abandon their weapons-grade nuclear enrichment programme. A fuel bank would avoid Iran having to process nuclear material and would make it more difficult for the Iranian President to argue that his country's enrichment process was for peaceful nuclear power. Mr Brown said: "This offer should be made only as long as these countries renounce nuclear weapons and meet internationally-enforced non-proliferation standards. "Iran has a choice – confrontation with the international community leading to a tightening of sanctions or, if it changes its approach and ends support for terrorism, a transformed relationship with the world." The IAEA will report shortly to the UN and officials said that, if it proved Iran was continuing to defy the international community, Britain would push for tougher sanctions both in the UN and by the EU. It could mean that with Russia backing Iran, the sanctions would have to be imposed through the EU alone. However, the core of Mr Brown's speech addressed controversial remarks by the foreign minister, Lord Malloch-Brown, that Mr Brown and Mr Bush would "no longer be joined at the hip". Without mentioning Lord Malloch-Brown by name, Mr Brown said he would have "no truck with anti-Americanism" and stressed that the US remained Britain's "most important bilateral relationship". But he said Britain had to be guided by "hard-headed internationalism – internationalist because global challenges need global solutions and nations must co-operate across borders, often with hard-headed intervention ... hard-headed because we will not shirk from the difficult long-term decisions." He added: "Today, a nation's self-interest will be found not in isolation but in co-operation to overcome shared challenges – we must bring to life these shared interests and shared values by practical proposals to create the architecture." The major challenges threatening destabilisation included terrorism, rogue states, pandemics, and mass migration, he said. Mr Brown made only a passing reference to the conflict in Afghanistan, in spite of reports that he is planning an initiative to pay farmers to give up cultivating poppies.

Britain's New Afghanistan Plan - Pay Farmers To Ditch Opium - 2007-11-10 Intellpuke
Britain's Foreign Office minister Lord Malloch-Brown has admitted that the rise in opium production in the country means Britain "cannot just muddle along in the middle" and must come up with more imaginative ideas on opium eradication. Ministers are looking at what Lord Malloch-Brown describes as a system of payments loosely along the lines of the common agricultural policy to woo the Afghan farmers off opium production. The government is conducting joint research on suitable economic incentives with the World Bank.British and allied forces are also looking at destroying drug factories inside Afghanistan, and a much better-targeted drive against the big traffickers responsible for 90% of the opium which reaches the west. Brown is expected to make a House of Commons statement on security and development in Afghanistan in the next few weeks, and is likely to highlight the strategic importance of the war against the Taliban in his first annual foreign affairs speech at Mansion House on Monday.
The focus on Afghanistan comes as British troop levels there are now higher than in Iraq. There are approximately 7,700 British troops in Afghanistan, compared with around 5,000 in Iraq.
Critics in the British aid agencies claim that too little western aid is set aside to provide alternative livelihoods for opium farmers in Afghanistan, and comparatively too much going on building state structures or funding public sector salaries. Senior British officers believe the Afghan war remains largely misunderstood in Britain, and say security is the precondition for building alternatives to opium production. Lord Malloch-Brown recently returned from Afghanistan to tell peers: "The Department of International Development is looking at whether we can put on a more formal and structured long-term basis what one would controversially describe as an Afghan equivalent of a CAP, with subsidised purchase of legal crops to make returns more like those from poppy." He added: "We have to do a much better job of not targeting the farmers, the producers whose hearts and minds we are trying to win in the counter-insurgency effort. We have to target the industry above that - the financiers, the shippers, the drug big men who are benefiting from the production. We know who they are and the government of Afghanistan know who they are. A system banning them from travel, listing them and freezing their bank accounts, hitting at the industry's infrastructure, strikes me as an area in which more can be done." He pointedly added that only the U.S. favored aerial spraying of opium crops. Illegal Afghan opium was selling for as much as $125 per kilo in 2006. The United Nations said the area under cultivation rose this year from 165,000 to 193,000 hectares and the harvest rose from 6,100 to 8,200 tons. Opium production is heavily concentrated in areas of insecurity, with the British area of responsibility in Helmand now the world's biggest source of illicit drugs. The U.K. has provided $20 million to an Afghan criminal justice task force that has managed to secure only 400 convictions. Some influential figures, including the former Foreign Office permanent secretary Lord Jay, have become so despairing of the fight that they are backing calls for opium to be produced legally and used as medical morphine, but the idea appears to have been rejected. Christian Aid has also called for an aid switch to improving irrigation and water management; achieving food security through expanded cereal production; credit facilities for farmers; and building export markets for fruit and nuts.

A British Royal targeted in sex and drugs blackmail plot
The alleged extortion attempt began on August 2 when a man telephoned the royal’s office. The caller identified himself only by his first name. He said he was aware that another man who worked on the royal’s staff had in his possession an envelope containing cocaine. The caller suggested the envelope was embossed with the royal’s personal insignia. The caller then claimed he had a video tape that showed the royal aide giving someone oral sex. He indicated that the person was the royal. The caller asked for the royal to call him and left a mobile phone number.
80 Taliban reported killed in Afghanistan
The Associated Press : Published: October 27, 2007
KABUL, Afghanistan: U.S.-led coalition forces killed about 80 Taliban fighters during a six-hour battle outside a Taliban-controlled town in southern Afghanistan, the latest in a series of increasingly bloody engagements in the region, officials said Sunday. The battle near Musa Qala in Helmand province — the world's largest poppy growing region — is at least the fifth major fight in the area since Sept. 1. The five battles have killed more than 250 Taliban fighters, a possible sign that U.S. or British forces could be trying to wrest the area back from militants.

U.S. Military: Iranian-Made Rockets Hit Base Near Baghdad
Fox News Channel 23:19 27-Oct-07
Rockets fired at a U.S. base southeast of Baghdad were manufactured in Iran, showing again that country’s continued logistical support for insurgents inside Iraq, U.S. military officials said on Saturday.Nobody was injured in the October 23rd attack on Combat Outpost Cashe, but one U.S. vehicle was damaged, officials said.According to the military, the 107mm rocket was made in Iran sometime in March. Troops investigating the launch site seized six rocket rails – used to aim and launch the rockets, an unfired rocket and a timing device. The seized rocket is the 40th Iranian manufactured rocket that soldiers have captured in the last four months, the military said.

Join London Vigil for Iranian Trade Unionists
The vigil-- opposite the embassy at Princes Gate, London SW7 (nearest tube: Knightsbridge)-- will be part of an international day of action called by the International Transport Workers' Federation to support Iranian trade unionists suffering repression by their government. Osanloo, leader of the Tehran bus workers' union, was seized last month from a bus in Tehran, shortly after returning home from meetings with trade unionists in London and Brussels. He is being held in Evin prison, charged with "conspiring against national security." Salehi, a founding member of the Saqez Bakery Workers’ Association and of the Coordinating Committee to Form Workers’ Organisations, is currently imprisoned in Sanandaj in the Kurdistan Province, the ITF reports, and "[t]here is firm evidence that Salehi’s health is deteriorating owing to inadequate medical care in prison." The British train drivers' union ASLEF is publicizing the vigil on its website. Another transport union, the RMT, has a link on its home page to news of Osanloo's arrest. However a third transport union, the T&GWU, so far has nothing on its website about the vigil or Osanloo or the Tehran bus workers' struggle.

Brown says he won't rule out military action in Iran - but sanctions are still best
"I firmly believe that the sanctions policy that we are pursuing will work, but I'm not one who's going forward to say that we rule out any particular form of action,"
Brown told a news conference, when asked if he would rule out a military strike against Iran.
The United Nations Security Council has imposed two rounds of sanctions since December on Iran for failing to halt uranium enrichment, a process which can produce fuel for power plants or material for warheads. A third sanctions resolution is being considered. Western powers suspect Iran's activities are secretly aimed at producing atom bombs. Tehran says its nuclear programme is for purely peaceful ends, such as electricity generation. Iran held talks with the U.N. watchdog International Atomic Energy Agency (IAEA) this month to clear up outstanding questions about its nuclear activity and improve IAEA inspectors' access to its enrichment plant. This, say some European diplomats, has prompted the six big powers working on the issue - the United States, Russia, China, Britain, France and Germany - to quietly put off until September efforts to toughen existing sanctions, in hopes Iran's improved cooperation with the IAEA may defuse the standoff.
Brown said he believed the current sanctions were having an effect, but he thought there would still be a third resolution. "There will probably be a third resolution in relation to Iran soon ... I appeal to the Iranian authorities to understand the feelings that other countries have about the development of a nuclear weapons programme," he said. French Foreign Ministry deputy spokesman Denis Simonneau told an online briefing it was necessary to maintain "a message of firmness" until Iran suspended sensitive activities. "This new (U.N. sanctions) resolution, which we would like to be firm, should clearly indicate to Iran that its obstinacy is leading to its increased isolation, which is bad for its economy, its population and its openness to the world."

Muslim Doctors: Purveyors of Death : by Sher Zieve
The Quran’s Surah 8:12 tells Muslims “I will instill terror into the hearts of the unbelievers: smite ye above their necks [behead them] and smite all their finger-tips off!” As only a few more examples, Surah 47:4 demands “Therefore, when ye meet the Unbelievers (in fight), strike off their heads; at length; then when you have made wide slaughter among them, carefully tie up the remaining captives: thereafter (is the time for) either generosity or ransom: Until the war lays down its burdens”, Surah 9:123 states “Oh ye who believe! Murder those of the disbelievers and let them find harshness in you” and Surah 2:191 follows up with “Kill them wherever you find them, and drive them out from wherever they drove you out!” This is the way of the insane and obsessed murderer-warrior. Then, showing that no religion other than Muslim is tolerated in Islam—there was really never any doubt—the Quran’s Surah 2:193 orders “Fight them on until there is no more tumult and religion becomes that of Allah!” Surah 9:29 demands Islam’s followers (Muslims) “…fight the People of the Book, [Jews and Christians] who do not accept the religion of truth [Islam] until they pay tribute [exorbitant taxation] by hand, being inferior.” And Islam’s followers are and have been affecting just that—on a worldwide basis.
Note: The secular Left is either completely oblivious to the mortal dangers posed by radical Islam or is suicidal. If members of the Left attempt suicide, personally, I would allow it. I just don’t believe that the rest of we-who-are-far-more-intelligent humans should be forced to join them. While the leftist media and industrial entertainment complex continue to debase, degrade and denigrate Christianity and Christians, they make excuses for and even seem to highly-respect the murderers and associated murders perpetrated by radical Islam. With the recent terror plots created by upper-level Muslim physicians, the media that told us “terrorists are poor and disaffected youths” have been exposed for what they are—abject liars. However, I doubt this exposure will slow their fakery down even a whit. Remember that these are the same media who believe we-the-people are even more dim-witted than are they. Murdering Muslim doctors are only the latest terrorist class to be brought into the light of day. From the Islamic point of view this is, has been and will continue to be a religious war—or the barbarians vs. the crusaders. It is a war Islam has continued to wage—unceasingly—since the beginning of the Crusades in 1096 and after the 9th Crusade officially ended in 1272. Without class distinctions, whatsoever, the ostensible Muslim true believers will continue to wage war against the West until the last infidel has either been converted or eliminated. Religious tolerance is neither an acceptable concept nor practice in Islam. World domination is both its mission and goal. To either ignore or deny these truths is to hand one’s neck over to Islamic assassins while begging and pleading to be killed. This denial will also bring the same outcome and fate to loved ones and friends. The growing group of disturbed and radicalized beings has but two purposes—death and destruction. With our acquiescence to Islam’s demands, we are encouraging it to become even more wild and demented. Evil has always used appeasers and pacifiers, in order to achieve its ambitions. And it has inveigled liberals and the Left into insanely rooting for it to win. If the world persists in either ignoring or discounting this clear and present danger from Islamic fanatics, the world will get what it wants—its submission or its own death. No matter how much the faux intelligensia would have us believe, the reality of attempted Islamic domination is not complex. It never has been. Radical Islam’s motto is “Submit or Die.” There is nothing complex or nuanced about it.

BBC Correspondent Says Farewell to a Changed, Subtle Iran
http://www.bbc.co.uk/radio/aod/mainframe.shtml?http://www.bbc.co.uk/radio/aod/radio4_aod.shtml?radio4/fooc_sat
Frances Harrison is moving on after three years as the BBC correspondent in Tehran. It has been a period of change, she writes, but generally not for the better, particularly for women. Listen to 'From Our Own Correspondent' When I first came to Iran the reformists were still in power, not the ultra-conservative President Mahmoud Ahmadinejad. But to me as a newcomer, the government then did not seem particularly liberal. The reformists were not quite what they had been cracked up to be in the West. Reform, I soon found out, was not a euphemism for regime change - it just meant more respect for the rule of law and human rights, in order to preserve the Islamic system of government, not overthrow it. With the benefit of hindsight, many look back on the reformist period as a sort of golden age, where a smiling well-dressed President Mohammad Khatami spoke honeyed words about democracy, even if he did not deliver on many of his promises. The contrast between then and now is huge. Media crackdown When my predecessor left, he threw a lunch party for officials. They were friendly and urbane and unfazed by the fact that I was a woman bureau chief which is still a novelty in Iran. Now things are so bad that officials from the ministry of Islamic guidance who are helpful on a personal level did not come to my farewell lunch hosted by the BBC. I did not take it personally. The atmosphere is now one where Iranians are afraid to mix with foreigners for fear of being accused of spying. If they do talk to foreigners they certainly do not want to do it in front of each other. One Iranian journalist working for a foreign news agency even asked if we had foreign diplomats coming to a farewell party in our house because, she said, if there were it would not be safe for her to attend. During the two years of President Ahmadinejad's government, I have watched friends have their press cards taken away by the government. It is not that this did not happen before but now there is a sense of a widespread crackdown on the media. I have struggled with my conscience interviewing people lest I put them at risk. At one house, the mother-in-law of a student activist accosted me in a most un-Iranian way, saying: "Why are you here? He has children and he's just been released from jail." It is un-Iranian because of the innate sense of hospitality here. People have come to my office with information and I have found myself warning them to be careful about coming again. It gets to a point where you find yourself questioning the motives of anyone brave enough to speak out. Either it is a trap or perhaps they are really naive - in which case why are we interviewing them? Subtle opposition But let me tell you about the subtle ways in which Iranians articulate their opposition. This is not a culture where anyone says anything directly - and it can sometimes be infuriating for a foreigner. But it has nuance, subtlety and a playfulness that is lost in the one-dimensional views you see in news reports. The other night I was at a private party and two young Iranian women performed a song about a bird. It was indescribably sad and beautiful and had many of the women in the audience in tears. Women are not allowed to sing in public in Iran - it is considered un-Islamic for men to hear them. These women - who in today's Iran can only perform in houses of friends - sang about a bird, a crane, whose wings had been clipped and whose mouth had been covered. It was a poetic symbol of censorship and the restrictions imposed on women. It moved the audience far more than any feminist speech or political agitation because it drew on their tradition and the Iranian love of poetry. Persian culture survives On the surface, Tehran is a place where you see women swathed in black and there are ugly grimy modern buildings housing rude officials. The Islamic system of government has deliberately erased much of what was Persian culture and it is only by looking hard that you can catch glimpses of the past. Yes, some of the women may be covered from top-to-toe in black, but do not think that every woman who is covered up like that is submissive and docile - they wield huge power behind the scenes, often controlling the family finances. Some officials may be staggeringly rude but at home Iranians are so courteous that it overwhelms foreigners until they get used to the ritual exchange of politesse that is rather beautiful to observe in action when done by a true professional. The younger generation may eat pizzas and burgers and listen to rap music, but they still have a deep respect for Persian food, music, poetry and the language itself. Of course, three years in Iran has brainwashed me. I do believe that Iranians cook rice better than anyone else in the world, that Iranian women are the most beautiful in the world, and that the roses smell sweeter. For all the ugliness of much of the politics here, there are still vestiges of a past beauty. And as I leave, that is the Iran I want to treasure even though it is slowly fading. From Our Own Correspondent was broadcast on Saturday 7 July, 2007 at 1130 BST on BBC Radio 4. Please check the programme schedules for World Service transmission times.

In Hunt for Bomb Plotters, Britain Sees a Qaeda Link
A second detainee may have been a hospital worker in Glasgow, a person with knowledge of the inquiry said. On Sunday, the police carried out a controlled explosion on a car in the parking lot of a hospital near Glasgow where one of the bombers was in critical condition with severe burns after attacking Glasgow Airport. The police said the car was linked to the bombers but did not explain how. None of the five suspects are British citizens, a senior Western official said. The disclosures altered the thinking among security experts about the nature of the seemingly amateurish attack plans, raising questions about how exactly the bombers were tied to Al Qaeda. They noted that gas canisters found with the Jeep apparently did not detonate — and were unlikely to have done so without a more powerful catalyst than ignited gasoline.Despite the British government’s assertions of a link to Al Qaeda, it presented no evidence of connections to Al Qaeda operatives or those who derive inspiration from the group. British intelligence agencies had warned the government last April that terrorist attacks might be initiated by Iranian Kurds to coincide with the end of Prime Minister Tony Blair’s term of office, according to a person who saw the warning. Mr. Blair handed power to Gordon Brown last Wednesday. The government has not confirmed that report, and it is unclear precisely why Iranian Kurds would be aggrieved. But a radical Kurdish group, Ansar al-Islam, was largely driven out of northern Iraq four years ago when American and British forces overthrew Saddam Hussein, and it has since found a haven in Iran, security officials have said. The people with knowledge of the inquiry requested anonymity because they were not authorized to talk to reporters. But Scottish officials said publicly that the two attackers who rammed the Jeep packed with gas canisters and gasoline into the entrance to Glasgow Airport were not from Scotland.Mr. Brown said in a nationally televised interview, “We will not yield, we will not be intimidated and we will not allow anyone to undermine our British way of life.” Britons already were edgy because of the looming anniversary of the July 7, 2005, London transit bombings, the country’s worst terrorist attack, and Mr. Brown said the country was dealing with a “long-term threat.”“It is not going to go away in the next few weeks or months, ” he said. He added that Britain was “dealing, in general terms, with people who are associated with Al Qaeda.”This is the first crisis for Mr. Brown as prime minister. It remains unclear whether the location of the Glasgow car bombing was inspired by Mr. Brown’s Scottish heritage. Anxiety about events in Britain rippled across the Atlantic. “It just goes to show the war on these extremists goes on,” President Bush said as he waited for President Vladimir V. Putin of Russia to arrive at his family vacation compound in Kennebunkport, Me. “You never know where they might strike.”The authorities at Heathrow, one of Europe’s busiest airports, briefly closed Terminal 3 while a suspicious package was investigated, which turned out to be harmless. Security experts and officials said that unlike most other terrorist attacks, when evidence is destroyed by explosions, the police have retrieved forensic evidence from vehicles and closed-circuit television and detained several suspects within hours of discovering suspicious acts. The police said Sunday that officers had searched homes at three locations — at Houston, near Glasgow, in southern Liverpool and in the Midlands location of Newcastle-under-Lyme in Staffordshire. One 26-year-old man was arrested in Liverpool, the police said. The authorities have not identified any of the suspects.Witnesses described the Glasgow bombers as being of South Asian descent. “The people we have in custody came to Scotland a short while ago to seek work,” a senior police officer, John Neilson, said at a meeting of Scottish Muslims in the Central Mosque in Glasgow. “These are not your young people.”Scotland’s justice secretary, Kenny MacAskill, said the two attackers who slammed the Jeep Cherokee into the check-in area entrance of Glasgow Airport on Saturday were not “born and bred here.”“Any suggestion to be made that they are home-grown terrorists is not true,” he said. Senior counterterrorism officers said that even with a rapid investigation, it could take weeks to sift through a mass of evidence. “We are learning a great deal about the people who were involved in the attacks,” Peter Clarke, Britain’s highest-ranking counterterrorism police officer, said at a news conference in Glasgow. He said the link between failed car bombings in London and the attack on Glasgow airport “are becoming ever clearer,” and he called the investigation “extremely fast-moving.”Like the cars discovered Friday in London, the Jeep used in Glasgow was carrying propane gas containers. The car had not been stolen, the police said. The similarities involving the three car bombs have convinced investigators that they are linked, security officials in several countries said. In the past, some Muslim leaders have said Britain’s military actions in Islamic countries, notably Iraq and Afghanistan, has made it vulnerable to attack from disaffected members of its own Muslim minority of around 1.6 million. But Mr. Brown seemed focused more on blaming Al Qaeda.
“Irrespective of Afghanistan, irrespective of what is happening in different parts of the world, we have an international organization trying to inflict the maximum damage on civilian life in pursuit of a terrorist cause that is totally unacceptable to most people,” he said. Mr. Brown’s newly appointed counterterrorism adviser, Sir John Stevens, a former Scotland Yard police chief, said the car bombs signaled “a major escalation in the war being waged on us by Islamic terrorists.” “It is not simply the horror of yet more attempts at mass murder that is so chilling — but the change in the psychotic thought processes behind it,” he said in a column in The News of the World. “Now it is clear a loose but deadly network of interlinked operational cells has developed.”“Al Qaeda has imported the tactics of Baghdad and Bali onto the streets of the U.K.,” he said.In Liverpool, witnesses said the police moved in with dogs while a helicopter hovered to raid a modest row house at 80 Ramiles Road. “I saw policemen outside the house with guns,” a neighbor, Declan Murphy, 22, told The Press Association news agency. “They seemed to cover each other going to and from the house pointing their guns at the front door and the upper window.”Rachal Tansey, 27, said the raid happened after midnight “when I heard dogs barking.”
“I looked out of the bathroom window and saw men with big guns, and they barged into No. 80,” The Press Association quoted her as saying. “There was a bit of a commotion.” In Scotland, the police searched a house in Houston, about 15 minutes’ drive from Glasgow airport.Officers cordoned off a two-story house in Neuk Crescent. Plainclothes officers went door to door, talking to residents, while half a dozen officers stood guard in a torrential rain. Several local residents who ducked under the police tape to reach their homes said they did not know or have any contact with the two Asian men who were living in the house and who they believed were renting it. Estimates given to different journalists of how long the men had lived there varied from two weeks to six months. John Reid, who lives nearby, said he knew most of his neighbors but never had contact with the two men. “For all you’d know, it could have been an empty house because you never saw anyone at all,” he said. Mr. Reid said he was shocked to hear that terrorism had come to Scotland. “Before, we never had anything like this, it seems quite far away,” he said. “But now, it’s outside your front door.” A Western official with access to British and American intelligence reports said it was “not surprising” that a woman had been arrested. In the past, police have arrested women accused of helping terrorists by failing to report suspects to the police. But if the 27-year-old woman arrested on the M6 is directly involved in a terrorist attack on a Western country, it would be highly unusual and perhaps unprecedented, the official said, requesting anonymity because he was not authorized to brief reporters.
“We’ve always worked on the assumption, given that many women share the same ideology as the men, that it was only a matter of time before women became involved,” the official said.
